Release of reports/findings surrounding fatal accidents

Hi

Just curious as to the factors that determine whether the findings of a fatal incident are released.

There have been 3 fatal Air Corps accidents since 1999, yet reports have been released on two.

AFAIK, AAIU have been involved in investigating all 3.

Does anyone know if there are official policies regarding what is and is not released (and no, I'm not inviting anyone to breach protocol)

Whereas initially the IAC took the lead role in the Investigation, the Minister for Defence and the Minister for Transport agreed and directed, pursuant to Regulation 27 (1) of Statutory Instrument No. 205 of 1997, Air Navigation (Notification and Investigation of Accidents and Incidents) Regulations, 1997, that these Regulations would be applied to the investigation of this accident and that therefore the AAIU would conduct the investigation.

Looks like the Air Corps have responsibility for military crashes by default but there is some legal mechanism where an investigation into a military crash can handed to the AAIU.
