Low & fast over Leopardstown

CASA at lunch today, 12.50, over Leopardstown racecourse, very low. What is the minimun height allowed over built up areas? Not that i'm complaining...

I thinks its 500ft over built up areas and 1000 ft over large gatherings (stadium etc)
